What this means

The Puntledge River at Courtenay is running far below normal at 19.81 m.

That puts it 0.44 m below the median of 20.25 m for mid-October, based on 16 years of readings. A year ago it stood at 20.38 m (−0.57 m).

The level has held steady over the past 24 hours. Without real rain upstream, that is unlikely to change quickly. In the last month it has stayed between 19.80 m and 20.00 m.

Fall is often low-water season on rivers, and it usually takes a few days of steady rain to change that.
